A breaker is either off or on. If it is on and theres no power then either there is an electrical issue or the breaker is shot. In either case there is nothing you can do yourself. “Jimmying” a busted breaker will only result in bad things.

If it keeps tripping then you either have a wiring issue or something plugged in on that circuit is busted. Try unplugging everything plugged into the outlets on that circuit and then turning it back on. If it still trips then its a wiring issue and there’s nothing you can do. If it doesn’t trip then you can plug everything back in one by one and see what makes it trip.

Nope, because you can’t use PVC for piping steam. You’re going to need to use metal pipe. Iron pipe is the cheapest bet but it’s such a pain to work with. Personally I’d run copper. I think that’s to code for low pressure steam anyways.
